Vandalizing public or private properties is against the law, even if the person doing it manages to improve the place or object by adding a couple of tweaks to it. Graffiti is perceived by the law as vandalism and not art, which is kind of confusing but also makes sense at the same time, it's true that no one can ignore the artistic aspect of it, but at the same time it's still a forced change upon a property that the graffiti artist doesn't own, and whose owner wouldn't necessarily approve of.
